Project for promoting soil pollution assessment investigation and test of the land used by enterprises(2016)

Absrtact
The objective of this project was to assist the Environmental Protection Administration (EPA) to promote activities related to Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act (hereinafter referred to as SGPRA). The following tasks were implemented in the project: 1.To compile a total of 1,047 cases of soil contamination assessment cases which reported to EPA between Jan. 1, 2016 and May 31, 2017, analyze historical reporting data and frequently seen problems in order to develop suitable solutions. 2.To analyze the current regulations, modify the third batch of enterprises categories, assist EPA in promoting Soil Pollution Assessment Investigation Personnel Management Regulations and internet data declaration system. 3.To conduct preliminary site inspection for 148 publicly designated industrial land sites, detailed site inspection for 40 sites, and soil investigation and verification for 24 sites, 12 of which have contaminant concentrations exceeding standards. 4.To assist EPA in auditing the performance of the Review Center and to evaluate the contents and digitized files for 48 reporting cases. 5.To upgrade the current on-line reporting platform, including adding the “Information Management System of Soil Pollution Inspection on the Land Publicly Designated Industrial Land” and “Soil Pollution Assessment Investigation Personnel Management System” forms and functions. 6.To assist registration and re-registration of 63 assessors and to approve 34 meetings or training courses with a total of 123 hours. 7.To organize 2 guidance meetings and 2 training courses, edit 1 regulation manual and 1 guiding brochure, and provide professional and technical consultation to the EPA.
